About

This position is part of the U.S. International Development Finance Corporation, Office of Development Policy. As a Senior Impact Management and Monitoring Specialist (Financial Institutions), you will be responsible for due diligence assessment, monitoring, reporting, and sharing lessons learned on Financial Institutions projects and portfolio impact performance..

Responsibilities

Helps to define DFC’s approach to impact management and monitoring in coordination with the Environmental, Social, and Economic teams in ODP, and across the DFC’s monitoring functions.

Provides guidance to drive effective and high-quality impact management of the Financial Institutions portfolio consistent with DFC’s Impact Quotient.

Assesses development impact as part of the investment due diligence process and builds DFC’s impact management capability by providing impact management advice for Financial Institutions projects to maximize development outcomes.

Works with investment team colleagues to inform the investment decision and define the impact objectives.

Develops a results table for each investment comprised of impact metrics based on the IQ score and defines the monitoring plan for the investment to collect development impact metrics to track actual impact of investments.

Oversees the collection, analysis and reporting of data from project results tables and Development Outcomes Surveys (DOS-008).

Conducts site visits for validation, as necessary, and in coordination with the Environmental, Social, and Economic teams in ODP.

Assesses how investments are performing against their initial development objectives, determining when course corrections are required feeding back learning to the investment team and the broader agency.

Qualifications

Applicants must meet all eligibility and qualification requirements no later than 30 days after the closing date of this announcement.

You may qualify at the GS-14 level, if you fulfill the following qualification requirement:
One year of specialized experience equivalent to the GS-13 grade level in the Federal service that includes: 1) experience in impact management, private sector development and development outcomes with a focus on investments in and through financial institutions; (2) experience identifying and managing impact outcomes; and (3) experience in project management, analysis, and reporting.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
